Fiscal 'cliff' deal proving elusive

WASHINGTON (AP) ? A Capitol Hill deal to avert the "fiscal cliff" was proving elusive Sunday as a deadline to avert tax hikes on virtually every American worker and block sweeping spending cuts set to strike the Pentagon and other federal agencies grew perilously near.

Senate Majority Leader Harry Reid, D-Nev., and Senate Republican leader Mitch McConnell remained at odds on such key issues as the income threshold for higher tax rates and how to deal with inheritance taxes, among other issues. McConnell complained that Reid had yet to respond to a GOP offer made Saturday evening and reached out to Vice President Joe Biden, a longtime friend, in hopes of breaking the impasse. Biden assumed the lead role for Democrats, and a McConnell spokesman said the Kentucky Republican and the vice president were expected to negotiate by telephone into the night.

Rank-and-file lawmakers left the Capitol Sunday night with hopes that their leaders would give them something to vote on when they returned Monday morning.

One sign of progress came as Republicans withdrew a long-discussed proposal to slow future cost-of-living increases for Social Security recipients as part of a compromise to avoid the cliff. Democrats said earlier Sunday that proposal had put a damper on the talks, and Republican senators emerging from a closed-door GOP meeting said it is no longer part of the equation.

"I was really gratified to hear that Republicans have taken their demand for Social Security benefit cuts off the table. The truth is they should never have been on the table to begin with," Reid said late Sunday afternoon. "There is still significant distance between the two sides, but negotiations continue."

At stake are sweeping tax hikes and across-the-board spending cuts set to take effect at the turn of the year. Taken together, they've been dubbed the fiscal cliff, and economists warn the one-two punch ? which leaders in both parties have said they want to avoid ? could send the still-fragile economy back into recession. Tax cuts enacted in 2001 and 2003 expire at midnight Monday, and $109 billion in across-the-board cuts in federal spending this year would also begin this week.

Workers could see more taxes withheld from their paychecks and federal agencies are likely to soon receive warning of possible furloughs if lawmakers fail to reach a deal to avert the cliff. The new Congress will be sworn in on Thursday and would inherit the problem if the current crop of lame-duck lawmakers can't find an answer before then.

Sen. Dick Durbin, D-Ill., said the two sides remained at odds over the income threshold for higher tax rates and tax levels on large estates. Republicans said that Democratic demands for new money to prevent a cut in Medicare payments to doctors and renew jobless benefits for the long-term unemployed should be financed with cuts elsewhere in the budget. Republicans also balked at a Democratic proposal to use new tax revenues to shut off the across-the-board spending cuts, known as a sequester in Washington-speak.

President Barack Obama, in a televised interview, blamed Republicans for putting the nation's shaky economy at risk.

"We have been talking to the Republicans ever since the election was over," Obama said in the interview that was taped Saturday and aired Sunday on NBC's "Meet the Press." ''They have had trouble saying yes to a number of repeated offers."

"The mood is discouraged," said Sen. Joe Lieberman, a Connecticut independent who caucuses with Democrats. "The parties are much further apart than I hoped they'd be by now."

The pessimistic turn came as the House and Senate returned to the Capitol for a rare Sunday session. Reid and McConnell had hoped to have a blueprint to present to their rank and file by mid-afternoon.

McConnell and Reid were hoping for a deal that would prevent higher taxes for most Americans while letting rates rise at higher income levels, although the precise point at which that would occur was a sticking point.

Obama had wanted to raise the top tax rate on individuals making more than $200,000 a year and families making more than $250,000 from 35 percent to 39.6 percent. In talks with Republican House Speaker John Boehner, he offered to raise that threshold to $400,000.

The estate tax issue was particularly tricky since several Democrats, including veterans like Max Baucus of Montana, disagree with Obama's proposal to increase the top estate tax rate from 35 percent to 45 percent.

Republicans said Democrats pressed to turn off more than $200 billion in the across-the-board spending cuts over the coming two years. This so-called sequester is the punishment for last year's deficit "supercommittee" failure to strike a deal.

Hopes for blocking across-the-board spending cuts were fading and Obama's proposal to renew the 2-percentage-point payroll tax cut wasn't even part of the discussion.

Obama pressed lawmakers to start where both sides say they agree ? sparing middle-class families from looming tax hikes.

"If we can get that done, that takes a big bite out of the fiscal cliff. It avoids the worst outcomes. And we're then going to have some tough negotiations in terms of how we continue to reduce the deficit, grow the economy, create jobs," Obama said in the NBC interview.

Gone is the talk of a grand deal that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. Obama and Boehner were once a couple hundred billion dollars apart on a deal that would have reduced the deficit by more than $2 trillion over 10 years.

Republicans have complained that Obama has demanded too much in tax revenue and hasn't proposed sufficient cuts or savings in the nation's massive health care programs.

Obama upped the pressure on Republicans to negotiate a fiscal deal, arguing that GOP leaders have rejected his past attempts to strike a bigger and more comprehensive bargain.

"The offers that I've made to them have been so fair that a lot of Democrats get mad at me," Obama said.

Boehner disagreed, saying Sunday that the president had been unwilling to agree to anything "that would require him to stand up to his own party."

The trimmed ambitions of today are a far cry from the upbeat bipartisan rhetoric of just six weeks ago, when the leadership of Congress went to the White House to set the stage for negotiations to come.

But the deal under discussion Sunday appeared unlikely to settle other outstanding issues, including the sequester, which would total more than $1 trillion in cuts over 10 years, divided equally between the Pentagon and other government agencies. And off the table completely is an extension of the nation's borrowing limit, which the government is on track to reach any day but which the Treasury can put off through accounting measures for about two months.

That means Obama and the Congress are already on a new collision path. Republicans say they intend to use the debt ceiling as leverage to extract more spending cuts from the president. Obama has been adamant that unlike 2011, when the country came close to defaulting on its debts, he will not yield to those Republican demands.

Meanwhile, a senior defense official said if the sequester were triggered, the Pentagon would soon begin notifying its 800,000 civilian employees that they should expect some furloughs ? mandatory unpaid leave, not layoffs. It would then take some time for the furloughs to begin being implemented, said the official, who requested anonymity because the official was not authorized to discuss the internal preparations.

Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar matters. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up, and then vote to cut taxes after they had risen.

Potential heir to $300 million fortune found dead

A long-lost relative of the reclusive heiress Huguette Clark, who could have inherited $19 million of her $300 million fortune, has been found dead under a Union Pacific Railroad overpass in Wyoming.

Children sledding found the body of Timothy Henry Gray, 60, Thursday afternoon in Evanston, a small mining town in southwestern Wyoming near the Utah border. The coroner said it appeared he died of hypothermia. The low temperature that day was 10 degrees, and had hit zero in the previous week. Lt. Bill Jeffers of the Evanston Police Department said there was no evidence of foul play, and Gray was wearing a light jacket. Gray's siblings said they hadn't heard from him since their?mother's funeral in 1990, when he disappeared without a word.??It wasn't clear whether Gray was living under the overpass, where transients have been known to camp.


Tim Gray was an adopted great-grandson of former U.S. Sen. William Andrews Clark, known as one of the copper kings of Montana, a banker, a builder of railroads and the founder of Las Vegas. The senator's youngest daughter, Huguette Clark, was a recluse who died in 2011 in New York City at age 104, after living in hospitals for 20 years while her palatial homes sat unused. Gray was her half great-nephew.

In her will, Huguette Clark left no money at all to her family, leaving it instead to?her nurse, goddaughter, attorney, accountant, hospital, doctor, favorite museum and various employees, as well as? to an art foundation to be set up at her oceanfront estate in Santa Barbara, Calif. ?None of her relatives had seen Clark in at least 40 years, though some had been in touch with her through holiday cards and occasional phone calls.

Nineteen of Clark's relatives have stepped forward to challenge her will in a New York court. A public administrator joined the challenge on behalf of Gray. When lawyers tried to find him to let him know about the Clark estate battle, they found his belongings had been abandoned in a storage locker, according to court records, and private investigators were not able to find him.

If the relatives win their court challenge, Gray's estate would be entitled to about $19 million before taxes, or 6.25 percent of Clark's copper mining fortune, which has been conservatively estimated at $307 million by the administrator of Huguette Clark's estate. If Gray, who apparently had no spouse or children, died without a will, his siblings would receive his share in addition to their own.

Gray was not using the money he already had. The coroner said Gray's wallet contained a cashier's check, from 2003, for "a significant amount."

Gray's older brother, Jerry, said Tim had worked as a cowboy and lived in the Rocky Mountain states.?"He was homeless essentially. If we had proper mental health services in this country, we could have been notified and known to do something."

Huguette Clark attracted the attention of NBC News in 2009 because of her vacant but well-manicured mansions and questions about the management of her money. The battle over her estate could go before a jury in 2013, though settlement talks have begun.

(AP) ? A young woman who died after being gang-raped and beaten on a bus in India's capital was cremated Sunday amid an outpouring of anger and grief by millions across the country demanding greater protection for women from sexual violence.

The cremation took place during a private ceremony in New Delhi soon after the woman's body arrived in the capital on a special Air India flight from Singapore, where she died at a hospital Saturday after being sent for medical treatment.

The tragedy has forced India to confront the reality that sexually assaulted women are often blamed for the crime, forcing them to keep quiet and discouraging them from going to authorities for fear of exposing their families to ridicule. Police often refuse to accept complaints from rape victims, and the rare prosecutions that reach courts can drag on for years.

Security was tight, with no access to the public or media at the crematorium.

Prime Minister Manmohan Singh and Sonia Gandhi, head of the ruling Congress party, were at the airport to receive the body and meet family members of the victim who were on the flight.

Hours after the victim died early Saturday, Indian police charged six men who had been arrested in connection with the attack with murder, adding to accusations that they beat and gang-raped the woman on a New Delhi bus on Dec. 16.

New Delhi police spokesman Rajan Bhagat said the six suspects face the death penalty if convicted, in a case that has triggered protests across India and raised questions about lax attitudes by police toward sexual crimes.

After 10 days at a hospital in New Delhi, the victim, who has not been identified, was taken Thursday to Singapore's Mount Elizabeth hospital, which specializes in multi-organ transplants, but her condition worsened, with her vital signs deteriorating.

Following her death, thousands of Indians lit candles, held prayer meetings and marched through various cities and towns, including New Delhi, Mumbai, Bangalore and Kolkata, on Saturday night to express their grief and demand stronger protection for women and the death penalty for rape, which is now punishable by a maximum of life imprisonment.

But even as thousands mourned the rape victim's death and in a sign of how pervasive such crimes are, police in West Bengal state were investigating another suspected gang-rape and death.

In the latest case, the family of a woman said she and her husband were attacked by six men as they returned home after working at a brick factory.

They dragged the woman into a nearby farm after pouring acid into her husband's mouth, the family said.

The woman was found dead with multiple injuries, said police officer Bhaskar Mukherjee, adding he was waiting for an autopsy report.

No charges have been laid. Another police officer, Sugata Sen, said four men had been detained for questioning.

The alleged attack is similar to the Dec. 16 case, where the woman and a male friend, who also has not been identified, were on a bus after watching a film when they were attacked by six men who raped her. The men beat the couple and inserted an iron rod into the woman's body, resulting in severe organ damage. Both were then stripped and thrown off the bus, according to police.

Dozens of protesters tried to break through a police cordon Sunday and march to the parliament building in the Indian capital, but were pushed back. The protesters, belonging to the student wing of main opposition Bharatiya Janata Party, shouted anti-government slogans as they marched.

Hundreds of policemen have sealed off the high-security area, where the seat of India's government is located, in anticipation of more protests. The area is home to parliament, the president's palace, the prime minister's office and several ministries.

Gandhi assured the protesters in a statement that the rape victim's death "deepens our determination to battle the pervasive, the shameful social attitudes and mindset that allow men to rape and molest women and girls with such an impunity."

Attitudes by Indians toward rape are so entrenched that even politicians and opinion makers have often suggested that women should not go out at night or wear clothes that might be seen as provocative.

Meanwhile, a United Nations statement said U.N. Secretary-General Ban Ki-moon "offers his sincerest condolences" to the victim's family and "utterly condemns this brutal crime."

"Violence against women must never be accepted, never excused, never tolerated," the statement said. "Every girl and woman has the right to be respected, valued and protected."

Ban urged the Indian government to take steps to deter such crimes and bring perpetrators to justice, and to "strengthen critical services for rape victims," it said.

Record set in solar cell efficiency - with the light of a thousand suns

Scientists at the U.S. Department of Energy have created a solar cell that can convert 44 percent of sunlight hitting it into electrical energy, setting a new record for solar cell?efficiency. But it was only achieved by multiplying the power of the sun by nearly 1,000.

The ongoing research is being done at the III-V Multijunction Photovoltaics group at the Department of Energy's National Renewable Energy Laboratory, where the previous record of 43.5 percent was set. So while it's not a huge leap in efficiency, it's still a record.

The researchers achieve these high efficiencies by stacking multiple "junctions" into a single solar cell, each of which absorbs light at a slightly different wavelength. The "III-IV" in the name refers to the fact that the elements used?come from the third and fifth columns of the periodic table.

A new material with many desirable properties was?discovered by accident (gallium arsenide diluted with nitrogen), but proved extremely difficult to manufacture. Researchers needed to use a technique called molecular beam epitaxy to minimize impurities in the material ? but no one in the world could do it.

Solar Junction, a company started by researchers from Stanford University, decided to take up the challenge. With a few million dollars in funding, Solar Junction and NREL managed to make the new process work. The result was the "SJ3" cell, which has been breaking records ever since.

The catch is that it's not like a traditional solar cell, which simply receives sunlight on its surface and creates a modest charge from the photons. The SJ3 cell requires the power of the sun to be multiplied by special lenses, creating a beam of light hundreds of times brighter than ordinary sunlight.

In this kind of system, the power is measured in "suns": A beam 10?times brighter than the sun would be described simply as 10 suns. And?the previous efficiency record was set by a lens system that created 415 suns. The latest record was set using 947 suns.

Naturally, one may wonder if such a design is practical ? after all, how often does the sun shine a thousand times brighter than normal? But the lenses actually take normal sunlight that might have hit in a diffuse way on normal cells and concentrate it onto the more efficient SJ3 cell. So in the end it's just using the same area of sunlight in a different way.

The NREL emphasized in the report describing the record that the SJ3 design can easily replace solar systems used in satellites and other space-bound machines ? but it's lighter and more efficient, reducing rocket load and allowing for more onboard electronics.

David Lowery, Cracker, Camper toil on despite bad odds | Tom ...

Fans may know David Lowery as a solo artist, Cracker frontman or anchor of his self-proclaimed ?unwieldy, chaotic, barely stable collective? Camper Van Beethoven, which has a new album, ?La Costa Perdida,? and celebrates its 30th anniversary next year.

But to his students at the University of Georgia, he is a math genius who helps demystify the increasingly complicated modern music industry.

?I get people to understand how the money works, because it?s a business built on failure,? he says. ?Almost everything that record labels, publishers and songwriters put out are failures, and just every once in a while, one song is kind of a hit.?

Depressing? You have no idea, says Lowery, 52, who brings CVB and Cracker to San Francisco this week.

Young artists shouldn?t waste time thinking they?re skilled, he argues, because talent means nothing in this equation, and luck is everything.

?Most people who tell you they have a formula for success have deluded themselves. They?ve just created a narrative fallacy about why something is successful,? says the singer, who ? with his spectacles and bushy beard ? looks rather professorial.

?It?s a very strange class that I teach ? we talk about risk and reward and the way markets work. It?s a really philosophical thing.?

What does he think accounts for Simon Cowell, and carefully conceived hitmakers like One Direction?

Cowell has more ability than the next producer, the singer admits.

?But we?re just talking about someone like him failing one out of eight times, instead of one out of 10,? says Lowery, who actually worked as a risk-assessing quantitative analyst for an online stockbroker.

?They still fail most of the time, but just a little less than everybody else. That?s the main thing that I teach the kids ? that it?s really unpredictable.?

Lowery has his own parable about the randomness of show biz, regarding a little track on Cracker?s fourth album called ?The World is ?Mine.?

The band enjoyed playing it live, he says, and that was about it. But recently an advertising executive stumbled across the cut, and decided to feature it in a new Gillette commercial: ?Suddenly that song is making more money for us than 90 percent of our catalog,? he says.

The Richmond, Va.-based Lowery wrote and recorded ?La Costa Perdida,? the whimsical new California-themed comeback (with songs such as ?Too High for the Love-In?) in his old Bay Area stomping grounds for a real West Coast feel.

Even though his outlook regarding success is bleak, the musician continues to make albums, he says, ?because you have to ? you have to keep playing the lottery. Then the higher the chances are that somehow, some song gets picked up in some weird way, and you make some money.?

Merry Copyright to you ? A jingle for the Oxford v. Rameshwari Case ...

A group of publishers (Oxford and Cambridge University Press and Francis & Taylor) have sued Delhi University & its agent, Rameshwari Photocopy Service for compiling short extracts from different textbooks into a digest for students to use as part of their study (commonly referred to as ?course packs?).

Naturally, students, teachers and even authors of these text books have protested this aggressive law suit, particularly since this is perfectly acceptable under the Indian Copyright Act, which allows for ?fair use? and permits any reproduction of copyrighted works, so long as it is done in the course of educational instruction.


This is not mala fide use, nor is anyone selling these ?course packs? for profit. Publishers going after students, many of them from economically disadvantaged communities, despite the high cost of textbooks, really begs the question ? whither our constitutionally guaranteed fundamental right to education?

In this festive Christmas season of giving and sharing, one really wonders what is the point of all this copyright aggression. Do we want these poor students to buy entire textbooks for the sake of a few pages? Or perhaps access to knowledge is not a concern at all, when there is money to be made in the name of copyright.

The publishers have, using their legal might, secured a temporary victory with a recent Delhi High Court order restraining Delhi University and the photocopier from making and distributing ANY course-packs! Meanwhile, students have nowhere to go and are struggling to access very basic material required for exam preparations that are just round the corner.

?Pay up, pay up, pay up? seems to be the publishers? mantra. But let?s sing along and battle this to the finish in true Christmas spirit. And lets hope that the new year brings in good cheer, as the Delhi High Court reverses the restraining order and rules in favour of students.

Crystal BallPredicting trends during volatile economic times in American is no easy task. However, we are going to give it our best shot. We strongly believe these are the five real estate items we should keep an eye on in 2013:

Demand for Housing Will Continue to Surge

The housing market has turned the corner and there is no reason to believe that buyer demand will not maintain momentum throughout 2013. Household formations shot up to boom-time levels in 2012 and are projected to increase at even a faster rate over the next twelve months. A lack of inventory will be more of a challenge to sales increases than will a lack of demand.

Generations X and Y Will Prove They Believe in Homeownership

Contrary to what many have hypothesized over the last few years, young adults (18-35 year olds) are just as committed to homeownership as previous generations. Recent studies have shown:

  • 43% already own a home
  • 72% see homeownership as part of their personal American Dream
  • 93% of those currently renting plan to buy a home

This, along with the increase in household formations mentioned above, makes us believe that 2013 will be the year that many of these young adults will jump into homeownership.

Prices Will Continue to Increase

Pricing of any item is determined by supply and demand. Demand for housing will remain strong throughout 2013. At the same time, the supply of homes ready for is shrinking in many parts of the country. Outside of a few states that still have challenges with large inventories of distressed properties (NY, NJ, CT, IL for example), prices will appreciate nicely.

Even in the areas that are still dealing with high percentages of foreclosures and short sales, prices will not tumble dramatically. The increase in demand will absorb much of this inventory. In these areas, prices will either flatten or perhaps soften to a small degree.

Move-Up Sellers Will Return in Great Numbers

Perhaps what many will find as the biggest surprise of 2013 will be the return of the ?move-up? seller. Over the last several years negative equity has prevented many of these sellers from moving up to the house of their dreams. However, with prices recovering, more and more of these sellers will realize that now may be their greatest opportunity to make the move to a lifestyle they always wanted.

With home prices expected to increase and more stringent mortgage qualifications (QR and QRM) scheduled to be announced this year, we believe that the first half of the year will bring many of these sellers/buyers to the market.

The Consumer Will Demand That Their Agent Be an Expert

U.S. poised to go off "fiscal cliff": Senator Reid

WASHINGTON, Dec 27 - Senate Majority Leader Harry Reid on Thursday warned that the United States looks to be headed over the "fiscal cliff" of tax hikes and spending cuts that will start next week if squabbling politicians do not reach a deal.

Reid, the top Democrat in Congress, criticized Republicans for refusing to go along with any tax increases as part of a budget remedy as he sketched out a pessimistic outlook.

"It looks like that is where we're headed," Reid said of the likelihood of the U.S. economy going over the "fiscal cliff" - with tax increases on most working Americans and automatic spending cuts kicking in next month.

Reid made his comments in a Senate floor speech at the opening of a post-Christmas session, adding that time was running out ahead of a December 31 deadline to act to avert the "fiscal cliff."

Reid urged House of Representatives Speaker John Boehner, the top Republican in Congress, to bring his chamber back into session and to avoid the biggest impact of the "fiscal cliff" by passing a Democratic-backed bill extending low income tax rates for all Americans except those with net household incomes above $250,000 a year.

House Republicans are expected to hold a telephone conference call on the fiscal cliff on Thursday afternoon, a House Republican aide said, adding that a schedule for returning to Washington would be discussed.

Should Congress fail to act by December 31, tax rates for all Americans would snap sharply higher, back to pre-2001 levels, and two days later, $109 billion in automatic spending cuts would start to take effect. Together, the higher taxes and lower spending would suck about $600 billion out of the U.S. economy, potentially causing a new recession in 2013.

On Wednesday, it was Boehner who urged the Democratic-controlled Senate to act first to avoid the fiscal cliff, offering to at least consider anything that the Senate produced.

Reid returned the volley on Thursday, saying that the Senate had already acted, and the Democrats' solution needs the consent of both Boehner and Senate Republican Leader Mitch McConnell.

Reid said Boehner "has just a few days left to change his mind" on the Senate bill. "I don't know time-wise how it can happen now."

Oxfam UK launched a new advertising campaign this week seeking to shift the focus to progress in Africa and away from 'depressing' images fostered by Live Aid and other well-intentioned efforts.

Twenty-seven years after Live Aid viscerally brought Africa's famine and poverty home to billions worldwide, the head of a major international charity?warned Wednesday that the "depressing" stereotypes left in its wake were counterproductive and risked driving help away.

The British arm of Oxfam International called images of starving babies and other familiar depictions of Africa over the last quarter-century "manipulative and hopeless," desensitizing potential donors and leading them to the conclusion that conditions in the developing world can never improve.?

Oxfam launched a new advertising campaign this week celebrating Africa's natural beauty and progress toward alleviating hunger. Called "Food for All," the campaign features images of lush green scenery, wildlife and thriving African food markets.

The campaign's tagline: "Let's Make Africa Famous for Its Epic Landscapes, Not Hunger."


Dame Barbara Stocking, the British charity's chief executive, said in a posting on Oxfam's website that "we've come a long way since the 1980s and Band Aid's 'Do They Know It's Christmas?'"

But "we need to shrug off the old stereotypes and celebrate the continent's diversity and complexity," she contended.

Band Aid, the musical charity supergroup formed in 1984 by Bob Geldof and Midge Ure, recorded "Do They Know It's Christmas?" in response to the crippling famine in Ethiopia. In 2004, on the song's 20th-anniversary re-release, the World Development Movement condemned it as "patronizing, false and out of date."

Geldof and Ure organized the landmark fundraising concert Live Aid in 1985, bringing dire conditions in Africa front and center to people around the world.

"'Patronizing' isn't the word" to describe the message fostered by Band Aid and other well-intentioned campaigns, Stocking said Wednesday in an interview on Sky News. "It's just this negativity. ...

"In order for people to understand what's happening in Africa, we've also got to tell the good stories, and there has been good news in Africa," said Stocking, who is retiring in the new year after serving with the charity since 2001.?

"Otherwise, people just feel put off and (believe) there's nothing that can be done about Africa," she said. "And that's the big worry for us ? that people feel it's all hopeless, when it clearly isn't."

World Bank statistics indicate that the world's heaviest concentration of malnutrition remains in Africa, afflicting as many as 15 percent of all children under 5 in some countries in the southern and eastern regions. And in June, the U.N. Children's Fund reported that 1.5 million children were at imminent risk of starvation in the western half of the continent.

But while acknowledging that international aid has made few if any inroads on hunger, Oxfam said in a report this month that countries south of the Sahara Desert had made "one of the most remarkable turnarounds in development ... in the last decade." It called the 22 years from 1990 to 2011 an "African renaissance."

"Economies have been growing even in the face of economic and financial instability elsewhere in the world, poverty has fallen and child mortality has dropped considerably, among the most visible indicators of progress," the report said.

The real story, Stocking said Wednesday, is that "aid money is really working."

But in the end, she said, "we don't want to have to give aid money to Africa. We want economic development, enterprise ? that's what we're really aiming to do."

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

1 killed, 1 wounded in bar shooting near Seattle

BELLEVUE, Wash. (AP) ? A 30-year-old Seattle man was killed and another man wounded in a shooting at a crowded suburban bar early Monday, police said.

Police issued an arrest warrant Monday evening for a 19-year-old man in connection with the shooting.

The shooting broke out just after 1 a.m. at Munchbar at Bellevue Square, an upscale shopping center about 10 miles east of Seattle, said Carla Iafrate, a spokeswoman for the Bellevue Police Department.

Police officers were outside the bar when gunfire erupted because a large crowd had gathered there, she said.

More than 600 people were inside the venue at the time of the shooting. "It was a very complicated scene," Iafrate said.

The wounded man was taken to Overlake Medical Center in Bellevue. Iafrate did not immediately know his age, hometown or condition.

The shooting appears to be an isolated incident. "There was some type of altercation," before it, she said.

No officers were involved in the shooting.

Seattle Seahawks coach Pete Carroll said several players were at Munchbar following the team's Sunday night victory over the San Francisco 49ers, but none were injured.

"From what we know our guys were in a separate area and nobody was involved at all," Carroll said during a Monday news conference. "It was an awful thing that happened."

Witnesses described a chaotic scene, telling local media they dove for cover or hit the floor when they heard gunshots.

The shopping center opened Monday morning as normal, Iafrate said, adding that the shooting had minimal impact on overall operations.

HONOLULU (AP) ? The late Sen. Daniel Inouye was remembered Sunday as an American hero whose legacy as a war veteran and longtime senator would be felt across Hawaii for years to come.

The memorial service at Honolulu's National Memorial Cemetery of the Pacific was attended by about 1,000 people, including President Barack Obama, Senate Majority Leader Harry Reid, Hawaii's congressional delegation and a number of other senators, cabinet secretaries and other dignitaries.

"Daniel was the best senator among us all," Reid told those assembled, adding later: "Whenever we needed a noble man to lean on, we turned to Sen. Dan Inouye. He was fearless."

The cemetery, a strikingly beautiful site located in an extinct volcano, is the final resting place to thousands of World War II veterans. More than 400 members of the storied Japanese-American 442nd Regimental Combat Team ? of which Inouye was a part ? are buried at the site.

Adm. Samuel Locklear, commander of the Navy's U.S. Pacific Command, said this also will be Inouye's final resting place.

"We have lost an irreplaceable American," he said.

Several 442nd veterans attended the Sunday morning service, the latest in a number of tributes and honors for Inouye following the 88-year-old's Dec. 17 death from respiratory complications.

Buses that brought people to the service flashed the words "MAHALO Senator Daniel K. Inouye" ? using the Hawaiian word for thank you.

A 19-gun cannon salute was fired as Inouye's coffin arrived at the cemetery. The service also featured a flyover by F-22 military jets and the playing of "Taps" by Democratic Sen. Jon Tester of Montana.

Inouye's widow, Irene, who was seated with the president and first lady Michelle Obama in the front row, dabbed her eyes as a band of bagpipes and drums band played "Danny Boy."

Inouye was the first Japanese-American elected to both houses of Congress and the second-longest serving senator in U.S. history, at 50 years.

He was a high school senior in Honolulu on Dec. 7, 1941, when he watched dozens of Japanese planes fly toward Pearl Harbor and other Oahu military bases to begin a bombing that changed the course of world events.

He volunteered for a special U.S. Army unit of Japanese-Americans and lost his right arm in a battle with Germans in Italy. That scratched his dream of becoming a surgeon and he went to law school and into politics instead.

"He was a shining star of the greatest generation," fellow Hawaii Democratic Sen. Daniel Akaka said at the service.

Akaka, who served with Inouye for 36 years, also highlighted Inouye's role in steering federal money to build roads, schools, housing and other infrastructure in Hawaii over the decades, from the beginning of statehood.

"Dan Inouye is Hawaii, and Hawaii is Dan Inouye," Akaka said.

Inouye's chief of staff, Jennifer Sabas, said Inouye was calm, in control and giving out instructions until the very end. Then, "he penned 'aloha,' and went on to a better place," she said.

"Aloha, boss," she said in closing, as she stood beside his flag-draped coffin.

Several services have already been held in Washington and in Hawaii for Inouye. He lay in state at both the U.S. Capitol Rotunda on Thursday and the Hawaii state Capitol on Saturday. A public service is planned for Friday on Kauai. His burial is expected to be a private, family event.

Obama eulogized Inouye during a service at Washington's National Cathedral on Friday, saying that Inouye's presence during the Watergate hearings helped show him what could be possible in his own life.

The president arrived early Saturday in Honolulu for his annual Christmas family vacation. He made a brief visit to the grave of his grandfather, World War II veteran Stanley Dunham, after Sunday's service.
